Wake County Superior Court Judge Paul C. Ridgeway Thursday agreed with Coopers request for a temporary restraining order to bar several locksmith companies and their owners from advertising, offering or performing any locksmith services in North Carolina. Cooper is seeking a permanent ban on the companies, refunds for consumers, and civil penalties of $5,000 for each illegal act by the companies.
Named as defendants in the lawsuit filed today are: 704 Locksmith, Inc. of Charlotte which does business in the Triangle area under several names including Raleigh Locksmith, Durham Locksmith, Apex Locksmith and Smithfield Locksmith; NC Charlotte Locksmith which does business throughout central and western North Carolina using a variety of names such as Charlotte Locksmith, Concord Locksmith, Hickory Locksmith, and Shelby Locksmith; Anna Konevsky of Charlotte, president of 704 Locksmith and NC Charlotte Locksmith; Locksmith Services, Inc. of Charlotte, which also operates as Cary Locksmith and Atlantis Locksmith; and Tamir Avraham of Charlotte, president of Locksmith Services, Inc.
According to the Attorney Generals investigation, the defendants advertise online and in the yellow pages using names, telephone numbers and addresses that make their companies appear to be local. In many cases, they use names and addresses that belong to legitimate locksmith businesses. No one who works for the defendants is actually a licensed locksmith as required by law, but the companies advertise and perform locksmith services.
North Carolina consumers have called these companies looking for a local locksmith who could come let them into their home, business or car. As alleged in complaint filed by Coopers office, consumers are routinely quoted one price on the phone and then charged a much higher price by the locksmith who shows up to do the work. Consumers are typically told that their lock must be drilled even when that isnt necessary, which will cost them $100 more and destroy the lock. People are then charged another $100 or more to replace their destroyed locks. The defendants usually demand payment in cash, refusing to let consumers pay by credit card.
As cited in the complaint, one Cary consumers experience illustrates the way the defendants operate. After getting locked out of her home, the consumer used a neighbors computer to locate a locksmith, Cary Locksmith, which was actually Locksmith Services. She called the phone number listed and an agent from the company showed up an hour later. He told her that it wouldnt cost much to get back in her home. After he drilled through the lock to open her door, he told her she owed $215 plus another $100 if she wanted the lock replaced. She wanted to pay by credit card but the agent insisted on cash, even offering to drive her to the ATM. She refused and eventually paid by checkwhich the agent at first wanted her to make out to him rather than to the company.
To avoid falling victim to similar scams, Cooper recommends the following tips:
Whenever possible, check out a business before you do business with them by calling the Attorney Generals Office and the Better Business Bureau.
People who practice skilled trades such as locksmiths are required to be licensed. Before someone does work for you, ask if theyre licensed and write down their license number.
Get a price quote in writing before you agree to any work.
For services you may need in an emergency, such as a locksmith or plumber, find a good one before an emergency happens. Ask family and friends for recommendations, check them out and then save their contact information so youll have it when you need it.

![CDATA[A new study releasedThursday confirms the golf industry's role as a major economic driver in North Carolina contributing a $5.3 billion annual economic benefit to the state.
With more than 550 courses, North Carolina golf provides the basis for close to 70,000 jobs and $1.7 billion in wage income alone.
Gov. Beverly Purdue proclaimed May 13 as North Carolina Golf Day "in appreciation of the golf industry's contribution to our state."
The game derives direct revenues of $2.6 billion, comparable to other key industries such as agricultural crops ($2.5 billion), science, research and development services ($2.9 billion) and electronic and semiconductor components manufacturing ($2.9 billion).
These findings and more result from an intensive study commissioned by the North Carolina Alliance for Golf and Golf 20/20, a national collaboration of golf industry partners.
"We have always known golf plays a key role in the environmental and social health of our state. With this study, we now have hard numbers to substantiate our equally long-held belief that golf is a major economic driver as well," says Paul Jett, president of the Carolinas Golf Course Superintendents Association, which initiated the study.
Jett is certified golf course superintendent and two-time U.S. Open Championship host at the No. 2 course at Pinehurst Resort, the best known of 30 golf resort destinations in North Carolina.
"The continuing health of the golf industry has a direct bearing on the future economic health of the state. In addition to being a significant employer, golf is a major source of tourism and provides a substantial tax base for the state and many communities. It's more than a game."
Performed by SRI International, the study, for year 2007, mirrors methodology used in other regions of the country and in a national study presented to legislators in Washington, D.C. in 2008. National golf industry leaders were back in the nation's capital today reiterating the message that golf is a $76 billion industry nationwide.
Chuck Borman, Carolinas GCSA executive director and North Carolina Alliance for Golf leader, was part of a group that Thursday presented the study to the Secretary of Commerce Keith Crisco in Raleigh.
Borman said the industry's collaboration behind the study was further illustration of an industry that was working "to be part of the solution."
"This study is not just a matter of coming up with a number. It helps document information that can assist policy makers in making sound decisions that have ramifications beyond golf," he said.
"The golf industry is proud of what it brings to North Carolina, economically, environmentally and socially. And we're working to do better still."
Borman cited the success of the recent Rounds4Research online golf auction where more than 300 donated golf rounds were sold raising more than $55,000 in new funding for turfgrass research at North Carolina State University and Clemson University in S.C.
He also pointed to a new program of best management practices to assist golf course superintendents in North Carolina improve water conservation. "These are all initiatives that golf has stepped forward on, without any prompting, and said Let's get this taken care of.'"
The North Carolina Alliance for Golf includes the Carolinas GCSA, Carolinas Golf Association, Carolinas PGA Section, North Carolina Golf Course Owners Association, Turfgrass Council of North Carolina, North Carolina Golf Marketing Alliance and the Carolinas Chapter of the Club Managers Association of America.

My eardrum is all healed now.
I had my final appointment with the ear surgeon earlier today, who looked in my right ear and confirmed that the perforation is completely sealed up, the patch is fully integrated now, there is good blood flow all around, etc. With the hole in my eardrum fixed, the surgeon has now officially released me from his care.
So, I will no longer have to wear an earplug in my right ear every time I take a shower. I can also start swimming laps again, which is good exercise in general and especially good for my arthritis. My brother has cautioned me that it probably wouldn't hurt to still wear ear plugs in both ears when I'm swimming. Even though my tympanic membrane has been patched now, I probably still ought to refrain from any diving.
One thing that I asked the surgeon just before leaving is if there is anything that I can do to prevent another ear infection and rupture. He said no. Sometimes, it just happens. However, looking back now, I'm also have to ask if the worst of the ear ordeal could have been prevented?
It's not like I had an exotic virus wracking my inner ear. I was struck with staph aureus, a very common bacterial pathogen that was discovered in Scotland over a century ago and is now readily treated. Sometime back in 2007, I had some skin irritation about my scalp and some red blotches on my eyelids that I now strongly suspect were symptoms of the bacterial infection. Of course, I'm not a doctor, and back then, I didn't know that staph aureus can cause scalded skin syndrome or other effects.
Coincidentally, I just happened to read that red coloration on the eyelids is often symptomatic of a condition called dermatomyositis. I called my general practitioner, told her about the red rashes on my eyelids, and she agreed to have some blood tests done. The blood tests ruled out dermatomyositis. Now, maybe if I had bothered making an appointment with my general practitioner or had persisted in somehow determining the cause of my strange eyelids, we could have identified and treated the staph aureus then. However, the rashes on my eyelids weren't causing any pain and eventually went away. It also didn't seem to be worth the hassle and expense of making an appointment with my primary physician just to complain about what then seemed like a bad case of dandruff.
I do bear some responsibility for not being more proactive and assertive in identifying and preventing the infection that lead to my perforated eardrum.
However, what really chaps my hide (and part of my motivation for this verbose rant) is that the first medical specialist that I went to see about my ear infection essentially blew me off. Around the end of 2007, I noticed a sudden drop in my hearing, so I quickly made an appointment to have my hearing aids checked. My audiologist (hearing aid dispenser) said that my hearing aids were working fine. Around early 2008 then, I arranged an appointment with an otolaryngologist (ear, nose, and throat doctor) whom I told about both the unexplained drop in hearing level as well as some more recent sharp pain in my right ear whenever I bent down or moved my head suddenly.
Now, it seems that trying to convince a doctor that you have a problem is like trying to market a new product feature to consumers: you can talk about it until you're blue in the face, but if they don't see it, they won't buy it. The ear doctor listened to my complaints, took one look in my right ear, and then said "Sorry, I don't see any sign of infection." I blinked and stared at him. But he just shrugged and looked back at me like I was suffering from Munchausen symdrome or some other factitious disorder. I got the message that he wasn't going to lift a finger to do anything further except tell me to see my audiologist again. I left the office feeling that the appointment had been a complete waste of time.
Now, maybe I could have gotten a second opinion the next day. Maybe there was another ear doctor who would have listened to me carefully and insisted on running some more tests right away to try to figure out just what was going on with my right ear. The ear doctor that I had just seen was supposed to be very good, yet he didn't seem the least bit worried about my symptoms. So I tried not to worry either.
About two weeks later though, I noticed some discharge leaking out of my right ear. The bacterial infection that had been growing in my inner ear, behind the eardrum, out of casual view from a physician with a scope, had grown and had just blown a hole in my eardrum. This time, I made another appointment at the same medical office, but with a different ear doctor. The signs of infection in my ear were quite visible now. I soon had a prescription for some powerful antibiotics. The infection went away, but the hole remained, only to be closed up with surgery about a year later.
One of these days, I hope to read the fairly recent book called "How Doctor's Think" to get a better idea about how to deal with physicians and to hopefully avoid this regretful anger again while wondering if a surgical procedure could have been completely avoided if a doctor had just acted on my complaints instead of dismissing me as a hypochondriac.
A month or so after the second ear doctor had cleaned up the bacterial infection, I did see the first ear doctor again, sitting on a chair before me in the medical office. That first ear doctor was facing me and saw me; however, he didn't say a word in acknowledgement, and he avoided looking me in the eye.

Now, maybe if I had bothered making an appointment with my general practitioner or had persisted in somehow determining the cause of my strange eyelids, we could have identified and treated the staph aureus then. However, the rashes on my eyelids weren't causing any pain and eventually went away. It also didn't seem to be worth the hassle and expense of making an appointment with my primary physician just to complain about what then seemed like a bad case of dandruff.
I do bear some responsibility for not being more proactive and assertive in identifying and preventing the infection that lead to my perforated eardrum.
However, what really chaps my hide (and part of my motivation for this verbose rant) is that the first medical specialist that I went to see about my ear infection essentially blew me off. Around the end of 2007, I noticed a sudden drop in my hearing, so I quickly made an appointment to have my hearing aids checked. My audiologist (hearing aid dispenser) said that my hearing aids were working fine. Around early 2008 then, I arranged an appointment with an otolaryngologist (ear, nose, and throat doctor) whom I told about both the unexplained drop in hearing level as well as some more recent sharp pain in my right ear whenever I bent down or moved my head suddenly.
Now, it seems that trying to convince a doctor that you have a problem is like trying to market a new product feature to consumers: you can talk about it until you're blue in the face, but if they don't see it, they won't buy it. The ear doctor listened to my complaints, took one look in my right ear, and then said "Sorry, I don't see any sign of infection." I blinked and stared at him. But he just shrugged and looked back at me like I was suffering from Munchausen symdrome or some other factitious disorder. I got the message that he wasn't going to lift a finger to do anything further except tell me to see my audiologist again. I left the office feeling that the appointment had been a complete waste of time.
Now, maybe I could have gotten a second opinion the next day. Maybe there was another ear doctor who would have listened to me carefully and insisted on running some more tests right away to try to figure out just what was going on with my right ear. The ear doctor that I had just seen was supposed to be very good, yet he didn't seem the least bit worried about my symptoms. So I tried not to worry either.

One of these days, I hope to read the fairly recent book called "How Doctor's Think" to get a better idea about how to deal with physicians and to hopefully avoid this regretful anger again while wondering if a surgical procedure could have been completely avoided if a doctor had just acted on my complaints instead of dismissing me as a hypochondriac.

Yes it is interesting if someone genuinely punches a hole in the notion of normality, but only if it isnt recycled over and over - a problem with both comedy and art. Huge nightmares of degree shows are boomeranging back at me; visions of installations with dripping animal body parts or enlarged 3D swear words splattered with KY jelly. Yes it can be done. Yes it can shock . . . but arent we capable of better?
Which all brings me back to the scandal. I think a subtext is that people genuinely resent the overly complacent and sometimes smarmy manner of Ross almost as much as his repeated and nauseating references to and and . Its not that I disprove of those words or subjects. Its just that for someone so well paid, he has never really gone any deeper even when he has the most amazingly talented guests with truly intriguing life-stories. Somehow it always boils down to Ross asking any woman if she finds him attractive. Again and again they squirm and it is downright boring to watch. There have only been a few exceptions in which Ross was probably too intimidated or warned before-hand. Jane Fonda comes to mind. He almost got meaningful with her and had an interesting adult conversation.
As for Brand, well he is a bizarre character indeed and I probably find him less offensive. It is part of his routine to scream, mince and swear and some of the time that is shocking enough to be funny, somehow. The problem is that the formula wears thin fast and has to escalate to maintain attention . . . and this might underpin the whole problem beneath the scandal. About a decade ago, the controversy was about the BBC dumbing down programming, just as the Dada movement, for example, provoked horror in the art world. Now the controversy rages, but the real issue isnt whether Ross or Brand or BBC bosses should be fired. It is about how the entertainment industry maintains the attention of generations it has trained to digest experiences and information in ways that are over-hyped and superficial. This is a cultural problem because deeper issues still tick over in the world at large . . . we are just less skilled at digesting or comprehending them. Put this dilemma alongside increased knowledge that the media is often a politicians whore, and vice versa . . . and real problems emerge.

At least there he is restrained to an extent. I dont wish harm on the guy for messing up. I dont think he should be vilified, but I do think he and the BBC should be prompted to truly justify his inflated income and also to reappraise the content he thrusts upon the nation. I am sure he would argue it is all meant in good fun, and I enjoy such fun . . . hell, I laughed like crazy when Glenn Close chucked her shoes across the Graham Norton studio and imitated baby cries by whining into the crease of her arm . . . these things made me see her in a new way and it was a delight . . . like understanding a Picasso for the first time. I guess I want to have that kind of insight in Jonathan Rosss overpaid formula act - largely based on USA presenter David Letterman.
Sometimes imitation can be a great thing. Many artists have grown through duplicating works by their predecessors and challenging the way things are seen. I think we want that from comedy too, to an extent. We want the awful to be reframed into the laughable or at least safe to go near. So is it any wonder that the public has reacted badly to not one but two comedians poking fun at a man who is not only older but who has pretty much retreated from the limelight with a great deal of dignity?
Would piddling on a Renoir be anything more than just another sad formulaic attempt to get attention, like a child stamping feet until it gets chocolate? Anyone with sense knows you dont give the chocolate or you feed the monster and it all goes downhill from there.
But lets not forget that we need to vent, we need to be distracted, we need to be shocked to an extent, just to know we are alive . . . we just may have consciences and intelligence as well. Lets hope the entertainment industry catches up fast . . . and not by re-adopting a ridiculous right wing Mary Whitehouse stance! We would never have discovered the surreal genius of Monty Python or Dali that way.

Hilton Hotels Invests More Than $100 Million in California Hotel Renovations
Hilton Hotels Resorts, Hilton Hotels Corporations global brand of upscale, full-service hotels, today announced that more than one third of its California hotels are in the process of completing $100 million worth of renovations this year. These projects are part of an ongoing global initiative by the Hilton brand to upgrade its facilities and guest accommodations in order to exceed guest expectations for style, convenience and comfort.
With our headquarters in Beverly Hills, our California hotels are a particular source of pride for us, said Jeff Diskin, senior vice president - brand management, Hilton Hotels Resorts. The Hilton hotel brand has a proud tradition of providing its guests with the latest in stylish, valuable amenities and services. This ongoing renovation program will bring the brand to the highest service levels among upscale hotels. Guests are already noticing and commenting positively on these recent changes, which has driven increases in guest satisfaction scores.
The following renovation projects are either under way or have been completed this year in Northern California:
1. Hilton San Jose - Positioned in the heart of Silicon Valley and connected to the San Jose McEnery Convention Center, the hotel recently launched a comprehensive $11 million renovation program. All areas of the hotel will be upgraded, including its 353 guestrooms and suites, meeting space, public areas, restaurants, bar and outdoor patio. The hotel is adding approximately 2,500 ft² of meeting space, as well as totally reconcepting the restaurant and bar. Additionally, the propertys fitness center will be expanded and will include Precor(R) fitness equipment.
2. Hilton Sonoma Wine Country - Nestled in the heart of Sonoma Wine Country, this property made a $6 million investment in order to update all of its guestrooms. It also revamped its pool, upgraded its fitness center, and improved its parking lot.
3. Hilton Sacramento/Arden West - Situated at 2200 Harvard Street, the property spent $4.2 million to completely renovate its meeting space with new carpet, wall covering, banquet chairs and lighting, in addition to doubling the size of its concierge lounge to 800 ft². The property also relocated its restaurant, business center and fitness center, upgraded its pool area and built an additional 400 ft² suite.
In addition, the extensive renovation projects are either under way or have been completed this year in Southern California:
4. Hilton San Diego Resort Spa - Encompassing 26-acres right on San Diegos famous Mission Bay, the property spent $26 million to revitalize the entire resort. This included extensive improvements to the lobby, registration areas, gift shop, restaurant and all 357 guest rooms and suites. It also added Essence, the resorts new $5-million spa, featuring nine treatment rooms and a lounge, as well as an Aroma coffee bar.
5. Hilton Irvine Orange County Airport - Located at 18800 MacArthur Blvd., the property completed an $18.5 million dollar renovation project in January of this year. This refurbishment included its meeting rooms, dining areas and lobby, which was awarded first place in the hospitality service category of the American Society of Interior Designs 2008 Legacy of Design Awards.
6. Hilton San Bernardino - Located at 285 East Hospitality Lane, the hotel as spent approximately $11 million to upgrade all guest rooms, public areas including the lobby, restaurant and bar, as well as the meeting and banquet facilities. Additionally, the property constructed a new Precor fitness room, and modernized the hotels exterior facade.
7. Hilton Los Angeles Universal City Located adjacent to the main entrance of Universal Studios(R), this property underwent an $8 million make over this year. Both the guestrooms and the public areas, such as the lobby, meeting rooms, restaurant, lounge and fitness centers, were refurbished. The food and beverage offering was also enhanced with the addition of a Starbucks(R) Coffee Corner in the lobby and a Bar and Grill in the pool area. In 2009, the upgrades continue with the planned installation of flat-screen televisions in the guestrooms and a free-standing refreshment area in the lobby.
8. Hilton Huntington Beach Waterfront Resort CA - Positioned along Pacific Coast Highway in Huntington Beach, $6 million was spent to refurbish 290 guestrooms, as well as to revitalize the pool area and the Shades Restaurant.
9. Hilton Ontario Airport Located at 700 North Haven Ave., the hotel is completing a $4 million upgrade of the exterior of the building, guest bathrooms, fitness area and business center. Additionally, the hotel is refurbishing its lobby atrium and meeting space with new carpet, lighting and wall vinyl. The restaurant and lounge were expanded with a new integrated sports bar and a Starbucks coffee bar.
10. Hilton Los Angeles Checkers - Situated in downtown Los Angeles, the property will be starting a multi-million dollar refurbishment process this month. The first phase will include new guest room soft goods and furnishings, as well as 42 flat panel HDTVs, wireless internet and bathroom fixture enhancements. In early 2009 the property will initiate the second phase, which will introduce exciting new food beverage concepts inspired by a celebrity chef.
11. Hilton San Diego Airport/Harbor Island Situated on the scenic waterfront of Harbor Island, this property initiated its renovations with the refurbishment of its banquet facilities in May 2008. The second phase of the project started in mid November 2008 and will include a comprehensive $3.7 million renovation of all 211 guest rooms, bathrooms and corridors, the installation of new flat screen TVs in all rooms and the establishment of a Precor fitness center.
12. Hilton Palm Springs Resort - Situated in the downtown Village of Palm Springs at the foot of the San Jacinto Mountains, the property recently committed over $1.4 million to enhance its offerings, and has added a new 3,000 ft² Elements Spa. They also renovated 51 guest rooms, 7 Presidential Suites and added a Custom Buffet to the Terrace restaurant. Moving forward, the property plans to refurbish the pool and deck, add a Precor fitness center and install flat screen televisions in its rooms.
Other noteworthy improvements include:
Hilton San Diego Mission Valleys $160,000 exterior revitalization project, which incorporated exterior painting and lighting;
Hilton Pasadenas $675,000 investment that went towards porte cochere improvements and the addition of a Proudly Brewed by Starbucks outlet, while guest room renovations are slated for 2009; and
$350,000 worth of upgrades to the Hilton Long Beachs guest rooms and fitness center, to be supplemented in 2009 with an additional $1 million investment to add flat screen televisions, armoires and new carpeting in all the guestrooms, as well as to refurbish the hotels exterior.
Three years ago, the Hilton brand embarked on a revitalization campaign that encompassed the creation of 44 new hotels, as well as the renovation or conversion of more than 209 Hilton brand hotels worldwide, and further properties will continue to be updated on an ongoing basis.
